COUNTY BOARD MINUTES FEBRUARY 27, & 28, 2017 The Board convened on Monday, February 27, 2017 at 9:00 A.M. with all the members present: Zoll, Geerts, Tilkes, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was a member from the media. Motion by Geerts, Seconded by Hackman to approve agenda for February 27 & 28, 2017 with the cancellation of the 9:45 AM appointment which has been rescheduled for next week. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Tilkes to approve Board Minutes for February 20 & 21, 2017. Roll Call: All Ayes. Motion Carried. The Board met with Regional Coordinator of Disability Services Sheila Kobliska and County Coordinator of Disability Services Bobbi Jo O’Donnell. Motion by Geerts, Seconded by Tilkes to accept the resignation of Bobbi Jo O’Donnell as County Coordinator of Disability Services effective March 15, 2017. Roll Call: All Ayes. Motion Carried. Supervisor Hackman gave the Board an update on the County Social Services (CSS) meeting held on Wednesday, February 22, 2017. HR Consultant Paul Greufe via phone conference with the Board for an exempt strategy session-Iowa Code Section 20; Section 17.3 Union Negotiations. Motion by Geerts, Seconded by Hackman to approve and authorize Chairman Signature on the Library Contract for FY 2017-2018. Roll Call: Ayes: Geerts, Hackman, Tilkes and Zoll. Nays: Carolan. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; brushing in various areas across the county; FEMA paperwork continues, project worksheets completed; 2024-17 7-one-ways out at 5:30 A.M. to 4:00, 4:30 P.M.; 2-25-17 motorgraders out at 5:00 A.M. to 4:00 P.M; 2-25-17 one ways as 5:00 A.M. to 9:00 A.M., 10: A.M; excavator out couple spots, repair impact rock; sign repair as needed; hauled rock to yard; picked up junk several areas; Boyd road bridge; project folders; V14 plans next week; budget review, amendment FY 17; Conservation Director Brian Moore met with the Board to approve the Resolution for funding Natural Resources and Outdoor Recreation Trust Fund. Motion by Geerts, Seconded by Carolan to approve Resolution No. 02-27-17-09 to support funding the Natural Resources and Outdoor Recreation Trust Fund and authorize Chairman Signature. Roll Call: Ayes: Geerts, Carolan, Hackman and Tilkes. Nays: Zoll. Motion Carried. RESOLUTION NO. 02-27-17-09 Chickasaw County Board of Supervisors RESOLUTION: Funding the Natural Resources and Outdoor Recreation Trust Fund Whereas, Iowa’s natural resources are essential and critical for economic, social and recreational quality of life, and Whereas, conservation of soil, water, wildlife, habitat, parks and trails is essential to ensure long term benefits for all Iowan’s, and Whereas, healthy soil, water and fish and wildlife habitat, parks and trails contributes billions of dollars to Iowa’s rural, suburban and urban economies, and Whereas, these benefits ensure sustainable jobs and ensure an attractive job market for those seeking gainful employment, and Whereas, Iowa’s quality of life is greatly enhanced through beautiful parks, abundant fish and wildlife for hunting and fishing, clean lakes for swimming and boating, and connected trails for biking, hiking and recreating, and Whereas, voters in 2010 passed the Constitutional Amendment that created the Natural Resources and Outdoor Recreation Trust Fund, and recent polling continues to show a high level of support (>66%) for Funding the Trust, Therefore, be it resolved, that the CHICKASAW COUNTY BOARD OF SUPERVISORS supports funding the Natural Resources and Outdoor Recreation Trust Fund, and therefore encourages the Iowa Legislature to develop and pass legislation that Funds the Trust Fund in 2017 And be it further resolved that the Governor of the Great State of Iowa sign this legislation into law, creating a permanent source of funding that ensures Iowa’s natural resources are conserved for economic, social and recreational benefits for all Iowans. The Board reviewed the FY 2016-2017 General Liability Insurance renewal coverage. Motion by Hackman, Seconded by Geerts to approve the FY 2017-2018 General Liability Insurance renewal coverage with Heartland Insurance Risk Pool. Roll Call: All Ayes. Motion Carried. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for 68877-Orangewood LLC (ID #68877) in Section 33 of Utica Township located at 3030 120th Street, Lawler, Iowa 52154. Received and filed in the Auditor’s Office MMP Short Form for Annual Updates for 66596-Willow Creek LLC (ID #66596) in Section 25 of Washington Township located at 2165 120th Street, New Hampton, IA 50659. Motion by Carolan, Seconded by Hackman to adjourn at 11:15 AM. Roll Call: All Ayes. Motion Carried.
