COUNTY BOARD MINUTES MARCH 6, 2017 The Board convened on Monday, March 6, 2017 at 9:00 A.M. with all the members present: Zoll, Geerts, Tilkes, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was Matt Kuhn. Motion by Geerts, Seconded by Tilkes to approve agenda for March 6, 2017. Roll Call: All Ayes. Motion Carried. Motion by Hackman, Seconded by Carolan to approve Board Minutes for February 27 & 28, 2017. Roll Call: All Ayes. Motion Carried. Custodian Dave Gorman met with the Board to discuss quotes for the chimney at the Jail Building. Received quotes from the following: Brian Tank Masonry in the amount of $ 1,500.00; Jerry Tank Masonry in the amount of $2,650.00; D. Randall Construction, L.L.C. in the amount of $5,550.00. Discussion followed. Motion by Tilkes, Seconded by Carolan to accept the quote from Brian Tank Masonry in the amount of $1,500.00 for the chimney (quote includes tear down and lay back up with new bricks, new flashing around chimney, and top cap) at the jail building. Roll Call: All Ayes. Motion Carried. Received quotes for new gutters (five (5) inch seamless gutters and downspouts at the Community Services Building. Received quotes from the following: Kohlmeyer, Inc. $2,039.00; Lifetime Gutters & More $1,925.00; Brothers’ Custom Seamless Gutters $2,225.00. Discussion followed. Motion by Carolan, Seconded by Tilkes to accept the quote from Kohlmeyer, Inc. in the amount of $ 2,039.00 for gutters at the Community Services Building. Roll Call: All Ayes. Motion Carried. The installation of the gutters will be installed after the new roof on the Community Services Building is completed. Member from the media present at 9:25 AM. Motion by Geerts, Seconded by Hackman to open the public hearing at 9:30 AM for the FY 2017-2018 proposed county budget. Roll Call: All Ayes. Motion Carried. Also present were Staci Schutte, Doug Welton, Brian Moore, and Dusten Rolando. No written comments from the public. No verbal comments expressed from the public. Motion by Carolan, Seconded by Tilkes to close the public hearing at 9:32 AM. Roll Call: All Ayes. Motion Carried. Staci Schutte, Doug Welton, Brian Moore, Matt Kuhn, Dusten Rolando and a member from the media left at 9:35 AM. Motion by Carolan, Seconded by Geerts to approve Resolution for Adoption of FY 2017-2018 Proposed County Budget as published for the public hearing. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 03-06-17-10 APPROVING ADOPTION OF FY 2017-2018 COUNTY BUDGET The Board of Supervisors does hereby approve and adopt the FY 2017-2018 Proposed County Budget as published for the public hearing on March 6, 2017. PASSED, APPROVED AND ADOPTED this 6th day of March 2017. The Vote hereof being as follows: AYES: /ss/ Tim Zoll, Chairman, Steve Geerts, Jacob Hackman, David Tilkes, Dan Carolan. ATTEST: /ss/ Joan E. Knoll, Auditor The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; brushing in various areas, across the county; shoulder repair in couple of locations, impact rock; 3-1-17 one ways out at 8:20 AM to 1:15 PM; patching blacktops, potholes in various areas; work zone safety meeting today, in Waterloo; spot blading, potholes, various areas minimally still; spot rocking, various areas, gravels, Kenwood Avenue; FEMA here tomorrow; visit culvert sites; Wednesday this week, EMC safety meeting; sign repair, object markers, Chevrons, etc.; day labor project, preparing documents; project books, bridge Boyd road; preconstruction meeting this Wednesday; District 2 meeting I.D.O.T. Charles City, last Wednesday; HMA conference, Des Moines; budget FY 18 Hearing today; Alta Vista Council meeting tonight; ISAC Thursday & Friday, Des Moines. The Board reviewed the Dust Control Policy. Motion by Hackman, Seconded by Tilkes to approve the Dust Control Policy. Roll Call: All Ayes. Motion Carried. CHICKASAW COUNTY DUST CONTROL POLICY Whereas Chickasaw County does not provide dust control services on any county road, citizens and landowners are, however, allowed to apply dust control materials by permit from the Chickasaw County Engineer’s Office on any road at their own expense. The only materials approved for use on the roads are calcium chloride, magnesium chloride, crude glycerin and lignin sulfonate. All products must be approved dust control suppressants with appropriate documentation. USED MOTOR OIL IS NOT AN APPROVED MATERIAL and shall not be applied to county road surfaces. Upon receipt of a dust control permit the county will blade and shape the indicated site prior to dust control placement-to provide for a smooth road surface. After the dust control material has been applied, the county will refrain from blading/graveling the treated area unless, IN THE OPINION OF THE COUNTY ENGINEER, it has become rough as to constitute a hazard to traffic. The owner shall maintain the treated area and repair any roughness that may develop. The county shall not be liable for the cost of any new application made necessary by such blading. Whereas the county needs to maintain gravels across Chickasaw County, any traffic as a result of normal spot rock and frost boil patchwork is considered normal operations during the course of the year. Whereas the county places contract rock once years on various gravel roads across Chickasaw County. Contract rock is considered to be extra ordinary travel on Chickasaw County Roads. The contractor placing contract rock will be responsible for maintaining fugitive dust at locations considered to be the main traveled haul roads from the quarry as designated by Chickasaw County Engineer during the time of contract rock. The contractor may utilize any of the approved materials listed above or water trucks may be used during hauling times. These designated main haul roads may vary from year to year. Once contract rock is completed the landowner is again permitted to apply dust control materials on any road at their own expense. Whereas the landowner wanting to place dust control prior to contract rock hauling does so at the landowners own risk. Any costs associated with re-application of dust control materials after contract hauling is done, shall be at the landowner’s expense. This policy is valid for the time period of May 1 to October 15. Before or after this time period the county will routinely maintain the rock surface by blading. This policy adopted on this 6th day of March, 2017. Chickasaw County Board of Supervisors /ss/ Tim Zoll, Steve Geerts, Jacob Hackman, David Tilkes and Dan Carolan. ATTEST: /ss/ Joan E. Knoll, Chickasaw County Auditor The Board discussed brush removal at the Heritage Residence. Custodian Dave Gorman and County Engineer Dusten Rolando will review the area and take the necessary steps to remove the brush from the creek. The Board reviewed and discussed the resolution petitioning the Governor of Iowa and the State legislature to address the failings of the Master Matrix. Supervisor Tilkes will research and contact the Allamakee County Supervisors and the Iowa Department of Natural Resources and update the Board of his findings at the next meeting. Motion by Geerts, Seconded by Carolan to approve the Plum Creek Golf Course Association. Roll Call: All Ayes. Motion Carried. The Board met with the Veteran Affairs Commission in a joint session at 11:00 AM. Chairperson Geerts called the meeting to order at 11:00 A.M. Also present were Veteran Affairs Commission Board Member Wayne Moetsch and a member from the media. The Board’s discussed the Veterans Affairs Director/Administrator benefit package. Discussion followed. It was the consensus of the Veterans Affairs Commission and Board of Supervisors that the Veterans Affairs Director/Administrator starting wage would be $13.50 per hour and after the completion of the six (6) month introductory period basis, the wage would be $14.50 per hour. This position is for 24 hours per week and the employee would follow the County handbook. Mike Brennfoerder, representative from Sabre Industries discussed the radio tower project via phone conference. Sabre Industries discussed with the Board a claim in the amount of $3500.00 for additional fees for the foundation (unexpected water condition) of the radio tower. Discussion followed. Sabre Industries will contact Ken Rasing for additional information and update the Board at later date. The Board adjourned at Noon and reconvened at 1:00 PM. HR Consultant Paul Greufe met with the Board at 1:00 PM for an exempt strategy session-Iowa Code Section 20; Section 17.3 Union Negotiations. Received and filed in the Auditor’s Office Vertification of County Receipt for Manure Management Plans & Plan Update for JML Farm, JML Farm LLC in Section 26 of Washington Township. Motion by Geerts, Seconded by Hackman to adjourn at 2:30 PM. Roll Call: All Ayes.
