COUNTY BOARD MINUTES MARCH 27, 2017 The Board convened on Monday, March 27, 2017 at 9:00 A.M. with all the members present: Zoll, Geerts, Tilkes, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present was a member from the media and New Hampton High School Student Collen Mahoney. Motion by Geerts, Seconded by Hackman to approve agenda for March 27, 2017. Roll Call: All Ayes. Motion Carried. Motion by Tilkes, Seconded by Carolan to approve Board Minutes for March 20, 2017. Roll Call: All Ayes. Motion Carried. The Chickasaw County Child Abuse Council met with Board. Members present were Pastor Kevin Frey representing Trinity Lutheran Church, and Jessica Cook, representing Department of Human Services (DHS), and Brittany Stange, with the New Hampton Tribune. Motion by Hackman, Seconded by Geerts to authorize Chairman Signature on the April 2017 Child Abuse Prevention Month Proclamation. Roll Call: All Ayes. Motion Carried. Member from the media left at 9:15 AM. Motion by Hackman, Seconded Carolan to open the public hearing on vacating and abandoning all streets, roads, and alley’s of John Casey Addition to Lawler, Chickasaw County, Iowa at 9:30 AM. Roll Call: All Ayes. Motion Carried. Also present were Deputy Assessor Ray Armel and Assistant County Attorney Mark Huegel. No written or verbal comments from the public. The County’s Attorney Office has been in contact with Attorney John Anderson regarding the vacating and abandoning all streets, roads, and alley’s of John Casey Addition to Lawler, Chickasaw County, Iowa. Motion by Hackman, Seconded by Geerts to close the public hearing at 9:31 AM. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Tilkes to approve Resolution 03-27-17-11. Roll Call: All Ayes. Motion Carried. RESOLUTION NO. 03-27-17-11 RESOLUTION VACATING AND ABANDONING ALL STREETS, ROADS AND ALLEY’S OF JOHN CASEY ADDITION TO LAWLER, CHICKASAW COUNTY, IOWA DESCRIBED IN EXHIBIT “A”, SAID EXHIBIT “A” IS INCORPORATED HEREIN AS THOUGH SET FORTH VERBATIM WHEREAS, there are streets, roads and alleys of John Casey Addition to Lawler, Chickasaw County, Iowa, that are no longer utilized or maintained, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa held a public hearing on January 3, 2017 at 11:30 a.m. and received no written or verbal complaints or objections from the public with regard to the proposed abandonment and vacation of said streets, roads and alleys, and WHEREAS, the Board of Supervisors of Chickasaw County, Iowa had determined that it is in the best interests of the citizens of Chickasaw County, Iowa to vacate and abandon said streets, roads and alleys, and WHEREAS, the streets, roads and alleys set forth in Exhibit “A” were never developed nor utilized by the public, and should be conveyed to the parties as set forth in Exhibit “A”, and WHEREAS, a public hearing shall be set at which time and place the said Chickasaw County, Iowa, Board of Supervisors will consider arguments for or against the disposition of said streets, roads and alleys as set forth in Exhibit “A”. NOW, THEREFORE, BE IT HEREBY RESOLVED that a public hearing thereon will be held in the Chickasaw County Board of Supervisors meeting room at the courthouse in New Hampton, Chickasaw County, Iowa, on the 27th day of March, 2017 at 9:30 a.m. at which time and place the Chickasaw County Board of Supervisors will consider arguments for or against the disposition of the streets, roads and alleys as set forth in the attached Exhibit “A”. Said streets, roads and alleys being a part of the former John Casey Addition to Lawler, Chickasaw County, Iowa. BE IT FURTHER RESOLVED the Chickasaw County Auditor is hereby authorized and directed to cause to be published notice of such hearing on the time not less than four (4) days or more than twenty (20) days prior to the date herein established for hearing as provided by law. RESOLUTION NO. 03-27-17-14 RESOLUTION VACATING AND ABANDONING ALL STREETS, ROADS AND ALLEYS OF JOHN CASEY ADDITION TO LAWLER, CHICKASAW COUNTY, IOWA DESCRIBED IN EXHIBIT “A”, SAID EXHIBIT “A” IS INCORPORATED HEREIN AS THOUGH SET FORTH VERBATIM AND THE AUTHORIZATION OF THE CHAIRMAN OF THE CHICKASAW COUNTY BOARD OF SUPERVISORS AND THE CHICKASAW COUNTY AUDITOR TO QUIT CLAIM DEED THE COUNTY’S INTEREST IN SAID STREETS, ROADS AND ALLEYS TO THE APPROPRIATE ADJACENT PROPERTY OWNERS AS SET FORTH IN EXHIBIT “A”. Motion by Hackman, Seconded by Carolan to approve and authorize Chairman Signature on the National Elevator Inspection Contract Renewal for FY 2017-2018 for the Courthouse Elevator. Roll Call: All Ayes. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: maintenance and service of vehicles; maintenance of gravel roads; Chickasaw safety meeting on Monday; patching hard surface roads; work orders in various areas; brushing in various areas; hearing tests this Thursday; blades out on gravel roads; removed most of snow fence; field books, bridge project; survey work, day labor projects; FEMA paperwork, submittals continue; FY 17 budget amendment end of April; I.D.O.T. 5 year construction program & budget; etc. Motion by Hackman, Seconded by Carolan to enter into a contract with Vogel Traffic Services in the amount of $91,500.09 for pavement marking project FM-C019 (87)—55—19 and authorize Chairman Signature as per the recommendation of the County Engineer. Roll Call: All Ayes. Motion Carried. Motion by Carolan, Seconded by Geerts to approve a joint engineering services contract with Floyd County for the County Engineer for FY 2017-18. Roll Call: All Ayes. Motion Carried. Member from the media present at 10:25 AM. Regional Coordinator of Disability Services Sheila Kobliska met with the Board for an update on Decat. Also present was Northeast Iowa Community Action Representative David Boss. Sheila Kobliska informed that the Decat coordinator passed away, and are in the process of hiring a new one. The coordinator will continue to be a Floyd County employee. Decat continues to work with integrated mental health services in our Chickasaw County Schools, with some of the funding coming from Decat. JCS gave some money to Decat for use in Chickasaw County to fund possibly a summer program for the youth. Motion by Hackman, Seconded by Geerts to acknowledge the resignation Jolene Dungey as part-time secretary effective March 31, 2017. Roll Call: All Ayes. Motion Carried. The Board discussed General Assistance position with Northeast Iowa Community Action Representative David Boss and Sheila Kobliska. Discussion followed. David Boss informed the Board the Northeast Iowa Community Action is doing General Assistance for the counties of Winneshiek, Fayette and Howard as a 28E agreement. It is the consensus of the Board that Northeast Iowa Community Action prepares a proposal for General Assistance for the Board to review. Sheila Kobliska stated that she would do the General Assistance during the interim. Sheila Kobliska also gave a departmental update. Sheila Kobliska will spend a couple of days in the offices of Chickasaw and Howard for MH-DD and General Assistance services. EMA/911 Director AJ Seely met with the Board to discuss the Medical Examiners. Also present was Ken Rasing, Jeremy McGrath, representing Chickasaw Ambulance, Aaron Flugum, representing Mercy Medical Center-New Hampton, Bob Svec, representing KCZE 95.1 FM radio station, Environmental Health/Land Use Administrator Staci Schutte and Assistant County Attorney Mark Huegel. Motion by Carolan, Seconded by Hackman to acknowledge the resignation of Ginger Rasmussen as EMA/911/Environmental Health/ME Secretary effective April 3, 2017. Roll Call: All Ayes. Motion Carried. The Board recessed at 12:30 PM and reconvened at 1:04 PM in the Courtroom. County Attorney Pat Wegman met with Board to discuss Family Health Insurance. A list of attendees on file in the Auditor’s Office. Verbal comments from the public and the Board. After much discussion, it was the consensus of the Board to schedule a monthly department head meeting. Motion by Soenen, Seconded by Carey to call the Conservation Board meeting at 2:10 PM in the Courthouse-3rd Floor of the Courtroom. Present were JoAnne Myrsiades, Tom Soenen and Lori Carey. Roll Call: All Ayes. Motion Carried. Conservation Director Brian Moore met with the Board to discuss the Department of Transportation (DOT) borrow pits. A list of attendees on file in the Auditor’s Office. Verbal comments from the Board and the public. Motion by Geerts, Seconded by Carolan to enter into the 28E agreement with the Department of Transportation (Wetland Mitigation Agreement) and authorize Chairman Signature. Roll Call: Ayes: Geerts, Carolan, Tilkes and Zoll. Abstain: Hackman. Motion Carried. Motion by Myrsiades, Seconded by Carey to adjourn the Conservation Board meeting at 2:55 PM. Roll Call: All Ayes. Motion Carried. Sheriff Marty Hemann met with the Board to open sealed bid for the sale of the 2010 Dodge Charger. Chairman Zoll opened the sealed bid. The bid was received by Bob Rasmussen in the amount of $1700.00. Motion by Carolan, Seconded by Tilkes to accept the bid from Bob Rasmussen in the amount of $1700.00 for the sale of the 2010 Dodge Charger. Roll Call: All Ayes. Motion Carried. Chickasaw County Veterans met with the Board for a discussion. A list of attendees on file in the Auditor’s Office. Verbal comments from the public and the Board. A written veteran’s concerns regarding the recent Veterans Affairs Recruiting Effort and possible solutions for the Chickasaw County Veterans Affairs Offices was received and placed on file. Also received and placed on file was a written concern about Chickasaw County Veteran’s Affairs Position from a Veteran who applied for the position on June 21, 2011.
