COUNTY BOARD MINUTES MAY 29 & 30, 2017 The Courthouse and offices were closed on Monday, May 29, 2017 in observance of the Memorial Day Holiday. The Board convened on Tuesday, May 30, 2017 at 9:00 A.M. with the following members present: Zoll, Tilkes, Carolan, and Hackman. Absent: Geerts. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Motion by Hackman, Seconded by Tilkes to approve agenda for May 29 & 30, 2017. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. Motion by Hackman, Seconded by Tilkes to approve Board Minutes for May 22, 2017 with the cancellation of 9:30 appointment with EMA/911 Director AJ Seely but the sealed trailer bids would still be opened as scheduled. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. The County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included: work orders, various areas, crossroads and entrances; permits, driveways & ditch cleaning; normal shop activities; repaired signs, various locations; opening & closing roads, signs; spot rock, various areas, 150th Street; cold patch, V56 & Gilmore; blades out, gravels, dust control areas, touching up; Boyd Bridge, formed abutment back walls; Johlas Quarry, rock sample; Boyd Bridge, center span beams set; 6 county meeting in Lansing; equipment operators, interviews next week & week after; Division 4 rock started today; etc. Motion by Tilkes, Seconded by Hackman to approve on closing the bridge on 100th Street east of Asherton Avenue as per the recommendation of the County Engineer. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. Motion by Hackman, Seconded by Carolan to approve resolution for bridge posting as per the recommendation of the County Engineer. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. RESOLUTION 05-30-17-26WHEREAS, Chickasaw County completes an inspection of all bridges on the Secondary Road System of Chickasaw County and WHEREAS, part of this inspection involves the recalculation of the safe load capacity of any structure showing remarkable deterioration of the structural components of that structure and WHEREAS, that structural evaluation has resulted in the recommendation to reduce the safe load capacity that can be supported by certain structures, NOW, THEREFORE BE IT RESOLVED by the Chickasaw County Board of Supervisors on this 30th day of May, 2017 as provided in Sections 321.471, 321.472, and 321.473, Code of Iowa to erect and/or maintain weight limit signs in advance of the following bridges located on the Farm-to-Market and Local Secondary Road Systems as follows: Bridge No. Location Gross Tons Multiple Posting 111290 N2-95-12 3 111720 N35-95-13 Safe for 1 Truck Only 113310 N27-97-13 415, 525,627 Passed and approved this 30th day of May, 2017. Knoll, County Auditor Member from the media present at 9:25 AM. Custodian Dave Gorman gave the Board an update of the air conditioning repairs at the Courthouse. Mr. Gorman informed the Board that he contacted four vendors for the installation of the units and received one quote, one vendor was not interested and no response from two vendors. It was the consensus of the Board that Dave Gorman contacts the company and orders the two compressors for the Courthouse Air Conditioning. The Board will review quotes from the vendor(s) for the installation of the air conditioning units at the Courthouse at the next Board meeting. Chairman Zoll opened the sealed bids for the 2005 Triton 10Ē Utility Trailer. Nine bids were received and as follows: Roger DeSloover $637.00; Jim Rasing $526.00; Gary Rathbone $625.00; Kevin Crooks $509.00; Jim Kleitsch $ $600.00; John Murray $576.76; Matt Lodge $719.00; John Maas $800.00; Thomas J. Riley $358.00. Motion by Carolan, Seconded by Hackman to reject all bids as per the recommendation of the Chickasaw County Rescue Squad/EMA and the trailer will be repurposed for other County use. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. Supervisors Hackman and Carolan gave the Board an update on a meeting with the Veterans Affairs on Wednesday, May 17, 2017. Supervisor Carolan gave the Board an update on the six county meeting held on Thursday, May 18, 2017. Member from the media left at 9:55 AM. Land Use Administrator Staci Schutte met with the Board to approve two minor subdivisions. Motion by Tilkes, Seconded by Carolan to approve Resolution for minor subdivision for the Mavis Hereid Estate. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. RESOLUTION 05-30-17-24 A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCELS C AND D IN THE SOUTH HALF OF THE SOUTHWEST QUARTER OF SECTION 22, TOWNSHIP 97 NORTH, RANGE 12 WEST OF THE 5TH P.M., CHICKASAW COUNTY, IOWA. WHEREAS, ON THE 30th DAY of May at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcels C and D in the South Half of the Southwest Quarter of Section 22, Township 97 North, Range 12 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcels C and D in the South Half of the Southwest Quarter of Section 22, Township 97 North, Range 12 West of the 5th P.M., Chickasaw County, Iowa has been considered and should be approved. NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval. RESOLUTION 05-30-17-25 A RESOLUTION APPROVING THE MINOR SUBDIVISION PLAT OF PARCELS G AND H IN THE SOUTH HALF OF THE NORTHEAST QUARTER OF SECTION 6, TOWNSHIP 95 NORTH, RANGE 11 WEST OF THE 5TH P.M., CHICKASAW COUNTY, IOWA. WHEREAS, ON THE 30th DAY of May at a regular meeting by the Board of Supervisors, Chickasaw County, Iowa a minor subdivision plat of Parcels G and H in the South Half of the Northeast Quarter of Section 6, Township 95 North, Range 11 West of the 5th P.M., Chickasaw County, Iowa was presented. WHEREAS, the minor subdivision plat of Parcels G and H in the South Half of the Northeast Quarter of Section 6, Township 95 North, Range 11 West of the 5th P.M., Chickasaw County, Iowa has been considered and should be approved. NOW, THEREFORE, it is hereby resolved by the Board of Supervisors, Chickasaw County, Iowa that said Minor Subdivision Plat be approved, accepted and the Chairman is hereby directed to certify this Resolution of Approval. Knoll, Auditor The Board reviewed the revisions to the Chickasaw County handbook to be effective July 1, 2017 and the Board deferred any action until discussing with the HR consultant Paul Greufe. Also present was John Murray. The Board discussed wage adjustment for custodian department and the clerical at the County Social Services (CSS) due to the possible changes in the Chickasaw County Handbook effective July 1, 2017. Motion by Carolan, Seconded by Hackman to make a wage adjustment of $1.00 per hour increase for Brian Moudry, Nancy Benson, Bill Fliger, Shannon Kellogg and Janet Larsen effective July 1, 2017. Roll Call: Ayes: Tilkes, Carolan, Hackman and Zoll. Absent: Geerts. Motion Carried. The Board allowed claims.
