COUNTY BOARD MINUTES SEPTEMBER 11 & 15, 2017 The Board convened on Monday, September 11, 2017 at 9:00 A.M. with all members present: Zoll, Tilkes, Carolan, Geerts, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Also present were Brian Moore and JoAnne Myrsiades, a member from the media. Motion by Carolan, Seconded by Tilkes to approve agenda for September 11 & 15, 2017. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Hackman to approve Board Minutes for September 4 & 5, 2017. Roll Call: All Ayes. Motion Carried. Conservation Director Brian Moore met with the Board to discuss the Twin Ponds Nature Center roof. Also present was JoAnne Myrsiades. Mr. Moore informed the Board that at the September 6, 2017 Conservation meeting, the Conservation Board rejected all bids for the Twin Ponds Nature Center roof. Mr. Moore presented to the Board five options ranging from $41,900 to $77, 400.00 and whether to use steel shingles. There was discussion to use asphalt shingles also. The Board reviewed the options and asked Mr. Moore about the funding options. The Board informed Mr. Moore that a project has not been totally completed and that there might be a possibility that the balance could be used for the roofing project at Twin Ponds Nature Center. Mr. Moore also discussed that the money set aside for the skid loader could be used for the roofing project plus the general liability insurance money (approximately $14,000). The majority of the Board preferred steel shingles with hidden fasteners instead of exposed fasteners. Ms. Myrsiades informed the Board that the Conservation Board would like to purchase a new skidloader instead of a used skidloader. Mr. Carolan suggested that they looked into a skidloader that was leased (with less hours) versus a new skidloader. The Board also suggested that the Conservation Department rebid the Twin Ponds Nature Center roofing project with a suggested completion date of June 30, 2018. Mr. Moore will place the item on the Conservation Board agenda next month to rebid the Twin Ponds Nature Center roofing project. It was the consensus of the Board that the balance of the money from another project could be used towards the Twin Ponds Nature Center roofing project. Brian Moore and JoAnne Myrsiades left at 9:30 AM. The Board discussed the department head meeting for departmental updates which is scheduled for Monday, September 11, 2017 at the Community Services Building at 1:00 PM. Supervisors Geerts Hackman and Carolan indicated that he would like the meeting rescheduled. The Board cancelled the meeting for today (September 11, 2017) at 1:00 PM and rescheduled the department head meeting for Monday, October 16, 2017 at 1:00 PM at the Community Services Building. County Engineer Dusten Rolando met with the Board to discuss road departmental activities. Topics included day labor, 240th & Cheyenne Avenue; Howard County Line; met with Iowa Homeland Security, Floods & FEMA; pulling rock out of ditches, washes; reviewed inventory; signs, closures, picked up Cheyenne; sign repairs as needed; spraying, willows, & brush; mowing gravels; southwest area; hauling spot rock in various areas; BR0360, backfilling, box culvert, opened up; washing bridge decks, will seal; bridge, Boyd, paving approaches; shoulder work, seeding, paint marks, guardrail remain; Gilmore Avenue, pave this week; HIRP meeting, Tama; 6-County meeting, Fredericksburg; safety meeting, this Wednesday at shop, etc. The Board and the County Engineer also discussed roadside management position. The County Engineer and County Auditor will contact Fayette, Winneshiek and Howard County regarding the position and how the position is funded. The County Engineer will update the Board after all the research is completed. Supervisor Zoll gave the Board an update on the Annual Employment Practices Seminar that was held on Thursday, September 7, 2017 by Heartland Insurance Risk Pool (HIRP). Some the topics discussed at the meeting were Protecting County Employees in an Emergency, Open Meetings revisisted-2017; Comparative Fault/Immunity; Recent Firearm Legislation; Changes in Iowa Workers Compensation Laws; Review of Child Labor Laws, HR Audit Checklists; Updating Your COBRA Responsibilities; Received and filed in the Auditorís Office MMP Short Form for Annual Updates for Kout Bros Farms (ID #56638) in Section 31 of Utica Township located at 2890 180th Street, Lawler, IA 52154. Received and filed in the Auditorís Office Verification of County Receipt for Manure Management Plans & Plan Updates for H & B Inc. (ID #64009) in Section 36 of Utica Township located at 3352 120th Street, Waucoma, IA 52171. Motion by Carolan, Seconded by Tilkes to adjourn at 10:08 AM. Roll Call: All Ayes. Motion Carried. The Board convened on Friday, September 15, 2017 at 8:15 A.M. with all the members present: Zoll, Tilkes, Geerts, Carolan, and Hackman. The meeting was called to order by Chairman Zoll. Mail was opened and distributed. Board members proceeded to canvass the school election held on September 12, 2017 as per Iowa Code Section 277.20. Motion by Hackman, Seconded by Tilkes to approve the canvass of the school election and authorize Commissioner of Elections to certify results to school and record in Permanent Election Register. Roll Call: All Ayes. Motion Carried. Motion by Geerts, Seconded by Tilkes to adjourn at 8:35 AM. Roll Call: All Ayes.
